Property Accounts Manager

General Purpose:
To assist company by ensuring and implementing customary tasks associated with property management and accounting for property reports. Collaborates with various agency departments to promote the efforts of the agency to help maximize the properties value as a resource by working within the Affordable Housing Program.
Essential Duties and Responsibilities:
Affordable Housing
- Process and track initial verifications and yearly re-certification for accurate unit and program compliance, e.g. asset and employment verifications to include Housing Authority, VA, etc.
- Completes lease forms or agreements and collects rental deposits
- Completes compliance reports annually or biannually
- Determines rent calculations for initial, annual, and interim certifications
- Monitor affordable rent balances to watch for negative trends to report to Housing Operations Director
- Responsible for affordable housing tenant posting: evictions and housing notices (only responsible for posting the notices for eviction, not handling evictions or going to court)
- Conducts lease-ins and move-out unit inspections by verifying the completeness and compliance of all paperwork (Unit inspections would be with another employee while employed by ADD STAFF, later could be alone but not until trained and not when there could any tenant issue).
- Creates and organizes all leasing files to remain in compliance
- Maintains tenant records and leases according to agency policies and procedures
- Conducts regular unit inspections for specific properties and communicates all housing/property related issues to Housing Operations Director
- Responsible for data entry into property management software and other data systems
- Manage the receipt and record keeping of rental fees and payments, and post nonrecurring charges to residents accounts
- Responsible for final account statements, letters, and security deposit refund check requests, etc.
- Communicate issues with noncompliant tenants to Housing Director
- Assists in issuing property maintenance requests, tracking, follow-up, and responding to property maintenance requests
- Follow all Federal Fair Housing guidelines
- Follow federal, state, and local regulatory compliance
Accounting and reporting
- Generate financial reports for specific properties to include: rent rolls, balance sheets, income statements, expense reports etc.
- Maintain and make necessary adjustments to various journals records such as tenant, vendor and property journals.
- Properly track and record income and expenses in property software.
- Prepare checks for specific properties for invoices and complete bank reconciliations, minimal activity
Education/Experience:
- Two year associates degree in related field preferred.
- Experience with and knowledge of affordable rental property operations and AMI requirements for income and rent calculations
- Property management and/or extensive experience in related field, such as, real estate or housing education.
- Two years of experience with non-profit accounting, reporting, and other administrative functions
- Knowledge of Generally Accepted Accounting principles (GAAP) and practices
- Knowledge of accounting software, preferably internet based and Excel software. Propertyware or Realpage experience is a plus
- Ability to be flexible in a continually changing environment.
- Strong proficiency in computer operations, including Microsoft Office.
- Ability to interact with a variety of people effectively.
- Good organizational skills and ability to organize workload effectively and efficiently.
- Solid understanding of business principles.
- Strong communication skills including the ability to explain complex reports.
- Ability and willingness to work within the established structure, but also adapt to clients individual needs.
- Excellent problem-solving skills.
Contract-to-Direct
Pay: $22.12/hour-$23.08/hour (depending upon experience)
Schedule: Monday-Friday (8:30am-4:30pm)
