Reports to: General Manager
Summary: Provides professional/technical support in the functional areas of human resources and administer employment practices in compliance with district policies, as well as Federal and State requirements.
Duties and Responsibilities include the following, other duties may be assigned.
- Administers recruitment and assists in selection process for exempt and non-exempt district positions per legal compliance.
- Arrange pre-employment checks and conduct new employee orientations.
- Employee file management in the payroll system and in compliance with law.
- Oversee and apply the district s drug and alcohol policy, including compliance with DOT rules and regulations.
- Provide support to employees on all personnel issues.
- Provide support and training to managers on personnel related items including conflict resolution.
- Benefit administration including annual renewal and guiding the open enrollment processes. Research and prepares benefit surveys and annual benefit statements.
- Administration of all aspects of Workers Compensation insurance including annual renewal and audit of policy, handling claims and working with insurance administrator.
- Oversight of FMLA program including eligibility and all claims to ensure legal compliance.
- Bi-weekly processing of payroll for all district staff.
- Training and Development of employees including research and implementation of all safety meetings, educational requirements, staff development, team building and program materials.
- Maintains all aspects of the district s retirement plans, contributions, reconciliation process and working with the vendor and District legal partners to maintain agreements.
- Reviews personnel needs with Department managers and provides input on personnel- related expenses as part of the annual budget process.
- Annual updates for Board of Director approval of adopted Rules and Regulations, By- Laws and Employee Handbook.
- Prepares and submits various State and Federal statistical reports.
- Responds to unemployment claims and employee wage garnishments or other employee related legal issues.
- Ensures that District is compliant with all applicable laws and regulatory agencies.
- Attend training sessions related to Human Resources and continue educational training as it relates to changes in employment law.
- Other projects/assignments as requested by the General Manager.
- Additional District Duties and Responsibilities as required.

Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of financial accounting and spreadsheets. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: To perform this job successfully, an individual should have knowledge of common office productivity software such as Microsoft Office applications. Knowledge payroll systems are a plus.
Education/Experience: Associate degree (AA) or equivalent from two-year college or technical school and five years of progressive experience in the functional areas of Human Resources.

Driver s License: Possess, or obtain upon hire, and maintain a valid Colorado driver's license.
Special Requirements: Availability to work during non-scheduled hours when necessary.
Placement: Contract to Direct
Schedule: Monday to Friday 7:30am to 4:30pm
Salary Range: $26.05 - $31.83/hour depending on experience
